If anyone thinks Russia has altered its war aims in Ukraine, Saturday’s missile attack on Odessa says the opposite. The missiles struck a day after Moscow and Kyiv agreed to move Ukrainian grain through Russia’s Black Sea blockade.
Friday’s deal followed months of talks brokered by the United Nations and Turkey. U.N. Secretary-General António Guterres said “all parties made clear commitments on the global stage to ensure the safe movement of Ukrainian grain and related products to global markets.” The agreement includes commitments that no party undertake attacks against port facilities, merchant vessels or civilian ships used to transport grain. So much for that.
