The United States has sanctioned John Lee, Hong Kong’s current chief executive and former secretary of security. He was cited in 2020 for “arresting, detaining, or imprisoning individuals” under what the U.S. Treasury called the “draconian” new national security law.

The U.S. considers Mr. Lee such a pariah that he is barred from attending the Asia-Pacific Economic Cooperation CEO Summit in San Francisco from Nov. 14-16. But no matter. Mr. Lee is hosting his own Global Financial Leaders’ Investment Summit from Nov. 6-8, and various and sundry Wall Street grandees are coming to Hong Kong to kiss his ring.
